The City of Lorain Roadway Rehabilitation Program is funded by a combination of The Ohio Public Works Commission grants, gas tax, license plate fees, and most recently, the Street Repair Levy passed in November 2012.  The roads selected each year depend on the Pavement Condition Rating for the road.  The City of Lorain has a policy to not include "unimproved streets" in the Roadway Rehabilitation Program.  A good indication of an unimproved street is a lack of curb and gutters.  To convert an unimproved street to improved, reach out to your local city council representative or At Large councilman to learn about the assessment by petition process.  Using this process, you can have the cost of the improved road added to your property taxes and spread the payment out over 20 years.
