Community Development Corporations, (CDC's) play a fundamental role in contemporary planning. They are non-profit organizations whose boards of directors include local residents. CDC's have become an important tool to urban planning as a means to gather insight and the cooperation of those who will ultimately be affected by the plans and policies-the local residents and community members. Among the diverse goals pursued by CDC's are the development and rehabilitation of housing, provision of services, tenant advocacy, the promotion of economic development and citizen participation.

Lorain Growth Corporation LGC, formally known as Mainstreet Lorain Development Corporation, is a non-profit organization with the objective of revitalizing Downtown Lorain and the Central Business District of the city. Lorain Growth Corporation attracts and recruits new job-creating businesses to locate in Downtown Lorain, and takes active steps to retain existing businesses. The agency also focuses on improving the physical facilities and general business climate in the Downtown area.

The agency was formed in 1997 to organize the entire community around efforts to create an attractive, viable, downtown environment, and to promote downtown's unique heritage.

Lorain Growth Corporation facilitates the Lorain Arts Council, the Lorain Litter Council, and Cruis-N-Broadway, a weekly classic car show. In addition LGC conducts monthly business start up classes at the Lorain Public Library on 6th Street and is accepting donations for the Lakeview Rose Garden Renovation project. LGC also provides technical assistance to local businesses, and emphasizes the promotion of retail, commercial, and residential components. In the future, Lorain Growth Corp. expects to create a Merchants Council and hold a downtown reinvestment workshop for business and property owners, potential investors, governmental employees, and others interested in improving downtown and all of Lorain. New Sunrise Properties Inc. (NSP) is a non-profit housing development corporation with the purpose of providing affordable housing opportunities for homeless, low-income and otherwise needy individuals suffering mental illness. The agency is certified under the Ohio Department of Mental Health in providing other mental health services. As the housing provider for the Lorain County Board of Mental Health, NSP has developed units of supportive permanent housing in Lorain, Elyria and North Ridgeville.

NSP has utilized federal, state and local resources to help people obtain their own homes through Housing Development. The Oberlin Affordable Housing Project is one such development. NSP provides: project financing, site assessment and acquisition, plan design, construction, construction supervision and application selection. NSP's Property Management efforts include the Southern Heights Project, recently completed in South Lorain. NSP provides routine maintenance of self-owned structures and appliances, unit preparation for occupancy, emergency repairs, grounds maintenance and major repairs and replacements. NSP also assumes responsibility for tenant management, filling vacancies, maintaining waiting lists, content and provisions of lease, tenant selection and communications, complaint resolution, monitoring damage to units and eviction.

Direct Action for Central Lorain is a community development corporation that was started by a group of concerned citizens and community leaders. It actively pursues the goal to provide for neighborhood revitalization through community involvement, affordable housing, commercial redevelopment, economic empowerment, and positive youth development within the Central Lorain neighborhood.

As a non-profit organization servicing Central Lorain, the services Direct Action provides include construction and renovation of homes, renovation of commercial facilities and business and non-profit technical assistance. Direct Action has been focusing its efforts on providing youth, residential, commercial, safety, and anti-drug programs and events. Among its programs are Community Safety, First Day of School, After School Tutoring, Youth Development, Youth Entrepreneurial Training, Etiquette Training, the Strohacker Renovation Project and the Drug Free America Campaign.

Lorain County Community Action Agency (LCCAA) was incorporated in 1966 as a private non-profit organization with the purpose of improving the social well-being, economic capacity, and opportunities for low-to-moderate income individuals and families. The current mission of the organization is to serve and empower Lorain County residents in need.

LCCAA services include: Head Start, Early Learning Initiative (ELI), Help Me Grow, Home Base Preschool Program, Building Blocks Preschool, Housing and Energy Services, Home Ownership Training, Emergency Energy Conservation, Home Energy Assistance Program (HEAP), Emergency Food Pantry, The Home Weatherization Assistance Program, GED/Family Learning Center, Emergency Home Repair, and Community Service Block Grant (CSBG) supported programming.

The South Lorain Community Development Corporation was created with the purpose of furthering the economic development of the South Lorain Community area of Lorain, and promoting and assisting the growth and development of the local economy, as private sector disinvestment has negatively impacted on the physical and economic vitality of the community, causing loss of jobs, flight of business and residents, physical deterioration and a damaged image. The primary objectives of the corporation is to stimulate private sector investment in South Lorain in order to foster and develop a healthy, stable neighborhood economy and create a better place to live.

South Lorain CDC has contributed to the elimination of blight and increase of home ownership through the construction and rehabilitation of single-family homes. The new homes and the conversion of dilapidated homes or empty lots into newly constructed dwellings significantly improve the streetscape where South Lorain CDC investments are made. The promise of the area improving, has spurred its redevelopment.

The strategic plan for the South Lorain CDC, enacted in 1997, calls for progress in three areas: Housing Development, Commercial Revitalization and Community Outreach. Homeward Bound is an in-fill construction project that pursues the construction of homes on lots acquired from the City of Lorain and offers tax abatement, low interest loans, and down payment assistance to homebuyers. The Affordable Home Program takes vacant or blighted properties and rehabilitates them for resale through a lease purchase program to low-to moderate income first-time homebuyers. Other projects include: Adopt-A-House Paint Program, the Homeownership Training Program (HOT) and the Down Payment Assistance Program. Seminars are offered to help business owners learn more about programs available through local banks and the Small Business Association (SBA). For new start-up businesses, training is offered in conjunction with the Lorain County Chamber of Commerce. A Housing Fair is also sponsored to encourage families to learn more about the housing opportunities in Lorain County.
