Mission Statement

The mission of the Auditor's Office is to provide financial resources and services to the City administration, City Council, the City's departments and to the public. This information is provided in a factual and unbiased manner.

Auditor's Office Responsibilities

The Auditor's office is responsible for all fiscal administration including revenue projections and assisting the Mayor's and City Council in the preparation and administration of the City’s operating budget, capital outlay and debt management.

The Auditor's Office is also responsible for the following:

    • General Accounting, including month-end and year-end closings
    • Revenue projections and monitoring
    • Budget preparition and monitoring
    • Debt Management
    • Financial reporting
    • Preparation of the Comprehensive Annual Financial Report (CAFR)
  • Human Resource Activities
    •  Payroll
    • Personnel Record Maintenance
    • Pension Processing
    • Monitors Life Insurance program
    • Deferred compensation processing
    • Supplimental Life Insurance processing
    • OBES (Unemployment) processing
    • Retirement assistance
  • Accounts Payable
    • Check Processing
    • Vendor Maintenance
    • Processes and monitors all utility payments
    • Maintain property records and tax payments
  • Fixed Assets
  • Purchasing Control
    • Requisition approval
    • Issue Purchase Orders 
  • Contract Control
  • Works with the Treasure on Cash Flow matters


  • Information Technology Services (IT) - The City of Lorain Information Technology department is overseen by the Auditor.  The IT department provides services internally to all City departments and is invaluable to the technology-driven modern workplace.  IT is responsible for the following:

    • Network Administration
    • Printers and copiers
    • VOIP phones
